Use the clerk of the county where your notary is commissioned, which is printed on the notary's stamp. It does not matter where you live or where you signed. Clerks are open Monday–Friday, 8:30 a.m. to 4:30 p.m. (closed state holidays) and generally charge $1 per notarized document.
Clerk offices also issue certified copies of marriage licenses and divorce decrees for their county. Those certified copies go straight to the Secretary of State with no extra clerk step.
